Engineering Division Manager and Professional Land Surveyor Bill Bower is leading CPJ’s Annapolis office as the Chesapeake Bay area expert on all matters relating to the Critical Area, to include the new mapping.


Bill has been on the speaking circuit visiting and briefing local realtors, zoning attorneys, architects, and land developers on the Critical Area and new mapping regulations. Brill brings over 23 years of civil engineering and land surveying experience to Anne Arundel County and the City of Annapolis as the Engineering Division Manager. He has overseen the approvals of a wide range of projects from single-family residential grading permits to residential subdivisions and commercial site development plans.


Bill’s project portfolio includes the addition to Rickett’s Hall and the new Center for Cyber Security Studies (Hopper Hall) at The United States Naval Academy, redevelopment of the Eastport Yacht Club, and numerous residential waterfront projects. His experience in navigating the nuances of the Chesapeake Bay Critical Area regulations and waterfront construction has prepared him to be a subject matter expert on these topics. His experience includes acquiring permit approval at both the State (MDE) and local levels. In addition to permit procurement, he has successfully secured approval for many Chesapeake Bay Critical Area Variances and Zoning Variances in both Anne Arundel County and the City of Annapolis. His work to abate Chesapeake Bay Critical Area violations assessed by Anne Arundel County, has resulted in saving his clients thousands of dollars.
