Senior Water Resources Engineer & Project Manager

 

Charles P. Johnson & Associates, Inc. (CPJ) is seeking an experienced Senior Water Resources Engineer & Project Manager to lead the planning, design, and management of complex water resources projects. This position offers the opportunity to take on a leadership role through technical oversight, client engagement, project management, and mentorship while supporting CPJ’s continued growth in stormwater management, stream restoration, flood mitigation, and environmental engineering services. The Senior Water Resources Engineer & Project Manager will collaborate with clients, consultants, and internal teams to deliver innovative, sustainable solutions that meet project goals, regulatory requirements, and community needs.

Qualifications

  • Professional engineer’s license in the state of Maryland (or the ability to obtain a Maryland license within three (3) months of hire)

  • Seven (7) years of water resources experience and must be able to demonstrate intimate knowledge of and experience in the execution of water resources projects including phases of feasibility, conceptual design, construction document preparation, permitting, and construction management and documentation

Construction Manager

 

Charles P. Johnson & Associates, Inc. (CPJ) is seeking a seasoned Construction Manager in our Greenbelt, MD office to oversee the planning, execution, and delivery of municipal building and site construction projects throughout Montgomery County and Prince George’s County. This role plays a vital part in delivering high-quality public facilities, such as community centers, fire stations, and administrative offices, that serve residents safely, efficiently, and responsibly. The Construction Manager will act as the primary liaison between local government agencies, design professionals, contractors, and community stakeholders, ensuring projects are completed on time, within budget, and in full compliance with public-sector standards.

Qualifications

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field.

  • 5–7 years of construction management experience, preferably in municipal or public-sector projects.

  • CCM or PMP certification preferred.

  • Familiarity with PG County DPIE permitting and MDE regulations.

(CPJ) is seeking an experienced and motivated Senior Civil Engineer with an active Virginia Professional Engineer (PE) license to support the delivery of complex land development and civil engineering projects in Fairfax, Virginia, and surrounding jurisdictions. This position offers the opportunity to take on a leadership role through technical oversight, client engagement, staff mentorship, and career growth toward Division Manager.

 

The Senior Civil Engineer will oversee design efforts from concept through approval and permitting while collaborating with clients, regulatory agencies, subcontractors, and internal teams to deliver successful projects. The ideal candidate brings strong land development experience, sound engineering judgment, and the ability to manage multiple priorities while maintaining a high standard of quality.

Qualifications

  • Bachelor’s degree in Civil Engineering or related field required at time of hire.

  • Active Virginia Professional Engineer (PE) license required.

  • Five or more (5+) years of experience in the land development industry; 8–12 years of civil land development experience strongly preferred for senior-level consideration.
