Charles P. Johnson & Associates, Inc. (CPJ) is seeking an experienced and motivated Senior Civil Engineer with an active Virginia Professional Engineer (PE) license to support the delivery of complex land development and civil engineering projects in Fairfax, Virginia, and surrounding jurisdictions. This position offers the opportunity to take on a leadership role through technical oversight, client engagement, staff mentorship, and career growth toward Division Manager.

 

The Senior Civil Engineer will oversee design efforts from concept through approval and permitting while collaborating with clients, regulatory agencies, subcontractors, and internal teams to deliver successful projects. The ideal candidate brings strong land development experience, sound engineering judgment, and the ability to manage multiple priorities while maintaining a high standard of quality.

Qualifications

• Bachelor’s degree in Civil Engineering or related field required at time of hire.

• Active Virginia Professional Engineer (PE) license required.

• Five or more (5+) years of experience in the land development industry; 8–12 years of civil land development experience strongly preferred for senior-level consideration.

• Land development engineering experience and skills, including large- and small-scale drainage and BMP design.

• Demonstrated experience preparing and managing site plans within Northern Virginia jurisdictions.

• Experience with computer applications and civil engineering design software such as AutoCAD Civil 3D.

• Proficiency with reading construction plans and interpreting zoning ordinances, development standards, regulations, and compliance requirements.

• Ability to prepare reports, narratives, development applications, submittal documents, and agency response letters.

• Ability to manage multiple projects, clients, sub-consultants, deadlines, and competing priorities simultaneously.

• Strong project coordination, communication, analytical, and problem-solving skills.

• Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Project.

Responsibilities

• Lead and support complex civil land development projects from initial concept through final approval, permitting, and construction support.

• Manage project scopes, schedules, budgets, cost estimates, deliverables, and resource allocation while ensuring quality and client satisfaction.

• Coordinate with clients, municipalities, review agencies, subcontractors, and internal project teams to successfully advance projects through all phases of design and approval.

• Serve as a technical leader and mentor to engineers, CAD technicians, and project support staff by providing guidance, reviewing work, and promoting professional growth.

• Apply advanced civil engineering principles to develop and oversee grading, stormwater management, drainage, utility, roadway, erosion and sediment control, and ADA-compliant designs.

• Review and interpret zoning regulations, development standards, municipal requirements, and permitting processes across multiple jurisdictions.

• Perform and oversee technical analyses, including storm drain modeling, hydrologic calculations, open channel and detention basin modeling, and related engineering design calculations.

• Develop design approaches, recommendations, and solutions to address complex project challenges and meet client, regulatory, and agency requirements.

• Prepare and review technical specifications, construction plans, reports, narratives, estimates, development applications, submittal documents, and agency response letters.

• Conduct constructability reviews, field investigations, inspections, and quality assurance reviews to ensure compliance with project requirements and industry standards.

• Support local, state, and federal permitting efforts and coordinate responses to agency comments throughout the project lifecycle.

• Participate in client meetings, agency meetings, public hearings, proposal development, business development initiatives, and marketing efforts to strengthen client relationships and promote CPJ’s capabilities.
